The Kingdom is building its industrial base at a scale that was not present a decade ago. New facilities are being commissioned, existing facilities are being expanded, supply chains are being domesticated, and the workforce inside these institutions is growing across every level of skill. The sector is moving from a position where industrial output supported the resource economy, to a position where industrial output is itself a strategic priority of the national economy.
The institutions inside this sector now operate across longer time horizons, larger capital commitments, and more complex regulatory environments than they previously did. Decisions made on the floor of a single facility connect to decisions made in the boardroom of a holding company. The picture the institution holds of itself determines whether those connections are visible or invisible.

The complexity of scale.
Manufacturing institutions operate on graphs that span the physical and the organisational at once. Production lines, equipment, maintenance histories, raw materials, finished goods, suppliers, contractors, workforce certifications, quality systems, safety systems, and the financial flows that connect them all exist inside a single institution. Each of these is held in a different system, owned by a different function, and read by a different team.
The relationships that determine whether the institution runs well are the relationships between these systems, not within them. A maintenance backlog reveals its real cost only when it is read against the production schedule. A workforce certification gap reveals its real consequence only when it is read against the equipment it governs. A supplier risk reveals its real exposure only when it is read against the products that depend on it. These connections are present in the data. They are not present in any single view of the institution.
