The sector.
The Kingdom's financial services sector is the most heavily regulated sector outside government and the most internally complex sector inside private enterprise. Banks, insurers, capital markets firms, asset managers, and the institutions that have grown out of the new fintech frameworks each carry obligations to multiple regulators, multiple reporting standards, and multiple categories of customer. The sector is also growing. New products, new licences, new business lines, and new entrants are reshaping the competitive landscape at a pace the sector has not previously sustained.
The institutions inside this sector run on the integrity of their internal picture. A regulated business cannot answer a question to its regulator that it cannot first answer to itself. A growing business cannot enter a new product line on a foundation it cannot see. The picture is the substrate from which every regulated decision and every commercial decision is made.

Financial institutions operate on graphs that few sectors share in density. Customers, products, transactions, exposures, capital, liquidity, controls, policies, regulatory commitments, third parties, and the workforce that operates across all of these. Each is held in a different system, audited against a different framework, and reported against a different standard. The institution's accuracy depends on the relationships between these systems being correct, complete, and current.
The relationships that determine whether the institution runs well are also the relationships that determine whether the institution remains compliant. A control reveals its real effectiveness only when it is read against the population it governs. A policy reveals its real coverage only when it is read against the operations that should implement it. A regulatory commitment reveals its real position only when it is read against the data that evidences it. These connections exist in the institution. They are not always visible to the institution.
